IMO Mattel would not make an historical Black Creole doll because of the perception that her story would mirror Addy's.
If this doll were a white Creole (aka "French Creole"), really any time before the outright hostilities leading to the Civil War would be fun to represent. Maybe placing her at the turn of the 19th century would be fun, to witness the changes in New Orleans because of the Louisiana Purchase.
